Response time indicates how quickly the display outputs the image.  It refers to the time it takes for a pixel to display the desired color after voltage is applied to the TFT and is measured in milliseconds(ms). For example, if the response time is 5ms, it means the pixel changes and shows the new screen in just 5/1000 second.
Response time is measured as the time it takes for a color to change to another color.  Typically, it is measured by how long it takes to change from Black to White or White to Black, or by timing the transition from 10% to 90% gradation of gray.
Since LCD requires the physical movement of liquid crystals, the response time is relatively slow. However, OLED, which emits light directly from the pixels, does not require separate mechanical operation, making its response time considerably fast.  The shorter the response time is, the clearer an image is on screen due to less residual pixels from the previous image.
